I mean, if I was in that situation, but say had broken bases and all that. I'd either.
1. Move all raids to a fair combat zone with the same guns.
2. Postpone the war until both sides are fit to compete, and then make sure the war happens.
Not decline it because I have issues with it and never come back to it.

Clans deny when they know there gonna lose something or everything. Honestly, what clans should do is just attack.
For example
>Declares war on FEAR >>Fear Denies >Still attack this living sht out of them >>Fear can't ignore

Necro, pretty good. But my thread is more about how the entire English language supports how a declaration isn't optional in how you receive it.
If someone declares something, doesn't matter if it takes a day or a year, it goes on. Otherwise V O I D would have said "We are proposing war against FEAR."
