First of all, MS-DOS 4.0 doesn't come with a graphical environment, and we all know that a graphical shell is for trendy 2000'er scrublings.
Second, MS-DOS 4.0 will probably not run your programs, unlike Windows ME, which runs programs, and then crashes. After all, why would you want to put up with a crash? You could just simply have your program not run at all.
Third, no CD/DVD drive. Who needs those anyways? Guess Window$ ME has useless support.
Fourth, limited partition size. You see, MS-DOS 4.0 uses the FAT16 filesystem, which pretty much means your partitions are going to be limited to 2 GB. (You could use 4 GB, but MS-DOS won't pick it up.) What this means is that you'll be more inclined to install less bloatware, which is a good thing, mind you. However, Windows ME supports up to 32 GB, which is a bad thing, which means you're more INCLINED to install useless crap.
TL;DR: Get MS-DOS 4.0
