The New Government System Heirarchy;
- The Emperor and Empress - The High Chancellor and Deputy Chancellor - Archbishop - Ministers - City Governors - City Council
Powers and position of each position;
Emperor and Empress maintain absolute power, and make decisions based on advice given by both the Ministers and High Chancellor.
High Chancellor has the right to advice the Emperor and Empress on all decisions, and elect Governors of cities and elect the Ministers. They are appointed by the Emperor or Empress directly.
Ministers help control certain aspects of the Empire, such as the Minister of Finance. They give their opinion to the Emperor or Empress and generally help create laws for the wider Empire. They are appointed by the High Chancellor.
Governors control cities directly, appointing their own councils. They run the running of cities and all aspects on a local level. They are appointed by the High Chancellor.
City Council members help the City Governors control a city nd help with law enforcement, taxation collection etc within a city. Appointed by the Governor's drectly.
Archbishop advices the Emperor on religious matters and helps with formal occassions, and other ceromonial jobs. Appointed by the Pope.
Requirements of members of the Government;
The High Chancellor, Ministers and Governors may be elected from any of the Estates (The Citizens, the Nobles or the Clergy) but if they are elected they must be given a Noble title. They must be active and swear loyalty to the Monarchy, both the Sovereign and their Consort. They must carry out their duties thouroughly. Activity is neccissary to to become a Minister or Governor. Governors may select a city to Govern, or create their own. Ministers will be provided a position by the High Chancellor, should they apply.
New Citizens position;
Unemployed working class citizens-Those who do not have a job, or work in basic jobs. High Class Citizens-Those who own companies, do some service to the State. Those who are not active enough to be Noble, but have done service to the Nation may be here. Nobles-Those who serve the state or become close to the Imperials to gain position. Those who also once held state positions but retired and remain active will be placed here. Clergy-Anyone serving in the Church other than the Archbishop.
