| How do I make it so a part with RocketPropulsion stays on the ground? |

RocketPropulsion is designed to move parts off the ground. You could set the MaxSpeed to 0, remove the RocketPropulsion, or just anchor the part.

Try BodyPosition, where you can remove the upward force so it wall fall to the ground normally.

Oops my bad. You can still use RocketPropulsion, just change MaxTorque.Y to 0.

| Basically, all I want is for a part to follow the players torso, but not go up in the air. Like the zombie follow script but it only follows a certain player. |

Well, you could have the part try to reach a point below the players feet. If it's not too far down, and the terrain isn't too bumpy, it should just hug the ground all the way.
Alternatively, humanoids have a MoveTo() thingamajim, that makes the humanoid go somewhere, without flying. |

Yes, the MoveTo() thingy is actually two thingies.
If used on a model, it will teleport the model to the given location. If used on a humanoid, it will make that humanoid walk there, smoothly, like a zombie/ other npc. As in not teleporting. |
