EGB SPECIAL ORDER NO:35
To ensure proper defence of the City and Port of Gibraltar, as well as Castle Moor:
-The senior most officer present, regardless of service, is the Officer-in-Command (OIC). The OIC is responsible for mediating issues, and overseeing overall aspects of the fortifications and naval defences. The OIC is not to personally involve him or herself in matters outside of his or her branch, merely see that the individual commanding officers of the army garrison and Mediterranean fleet are running things smoothly.
-The hands-on officer is called the Duty Officer. Their job is to manage the more intricate aspects of the defences (Setting and maintaining an Officer of the Guard, seeing that adequate watch is being kept on the less well-guarded areas of the city).
-The Officer of the Guard (OG) or Officer of the Watch (Naval Officer aboard ships) is the officer or warrant officer tasked with ensuring that: ~ Guards are posted at the City Gates and the gates to the Star Fort. ~ Any ships at anchor in the harbor have adequate anchor watches (men left aboard to defend against any inquisitive or malicious visitors. ~If more than 6 Army Personnel are present in the server, a garrison of 3 soldiers must be maintained in the fort to fend off any raiders. ~The Officer of the Guard/Officer of the Watch is responsible for assembling small patrols to scour the area.
RULES
As the army, navy, and marines are now all based in the same general area, rules must be observed to decide who is the Officer in Command.
The Officer in Command is the most senior officer on station in the City itself. If multiple officers of the same rank are present, the most senior one takes command. If officers from different services (but equivalent ranks) are present, the OIC is determined by this formula:
Navy>Marines>Army.
The OIC appoints the Duty Officer, who in turn appoints the Officer of the Guard/Officer of the Watch.
