True, though it is considered good form to discuss war terms sometime before or immediately after a declaration of war. While I'd allow all clans to raid UAF at their leisure, I wouldn't force my people to raid a base that is impossible to win at (a challenging base is fine).
That being said, would a clan who doesn't raid an enemy's base due to issues of possibility (ie impossible to achieve victory, such as a 1500 walk on a 1200 terminal) lose a war or be in their rights to decline an organized conflict? |

False, I agree with what your saying. But I still wouldn't decline war, I'm not really the type of person to deny a declaration of war. But if the fort is unfair, and their is a way to discuss it. I'm more than happy.

Same here Merick, though my example assumes that discussion has been exhausted. Assume that the clan absolutely will not change the fort to one that is actually raidable (not entirely fair, raidable).
Is refusing to raid them yet repulsing all of their attacks a declination of the declaration and if so, how? |

Well, me I'd have to adapt. If they're not changing there fort and our fort is like 100% fair. Looks like two could play at that game, I would make my fort unfair as heck. And if I do raid, like I said we'd have to adapt and find strategies to beat them. But seeing as the example you gave was showing that the fort was impossible to raid I'd have to make my fort unfair and if they refuse to raid I'm taking it as surrender. But we won't stop raiding, so I'm technically playing this clever.
