This forum will explain how to use the Arc plugin, and will tell you exactly what it does and how to use it. (Many people are confused, and think it's just used to rotate models. Why not use qCmdUtl instead?)
tl;dr - If you're looking for help, I split up parts of this post to make it easier to find what you're looking for.
What it does - Have you ever used Select Edge with qCmdUtl? If not, select edge rotates a part that is connected to another part, to help you make arches/arcs/circles.
The Arc Plugin does the same thing, except it's much quicker and smoother. You don't have to worry about resizing the part to make it fit on edge with the other part.
You can also use the Arc Plugin to make an arc out of a model. (Although, it isn't recommended to use with large models. It may also glitch out with unanchored models.) So, for example, if you made a super detailed slab of wall and wanted to make it curve around, you can.
What does that "15" mean?
That's the amount of degrees the next part will be rotated at. You can change it to whatever you want.
Shortcut Keys -
(C) If you have a part or model selected, try holding down or pressing C. If you hold down C long enough, you'll make a circle.
(X) (Y) (Z) These keys will change the axis that the arc will be created on. You should see a "ghost block" that shows you the axis that it's currently on.
(V) Pressing V will disable the plugin so that the ghost block doesn't get in your way. To re-enable it, you have to press the "Status : Off" button on the gui panel.
What does "Invert" do?
Invert will flip the "ghost block" around. If you currently have it set to the X axis and press invert, it will still be on the x axis, just on the opposite side of the block or model.
If you press invert, the block will also be facing upwards. If you had the rotation set to 15 for the other side, just set it to -15 after pressing invert, and it will be the same.
Known Issues -
If you open up another plugin or switch to resize or select, the shortcut keys for the arc plugin will be invalid. This isn't my fault - the other plugin just took control, and there's not much I can do about it. What if the other plugin had the same shortcut keys as this one does? I don't want to break your other plugins.
To enable the shortcut keys again, just turn the Status off and back on.
Some models won't arc. The ghost will show only half of the blocks inside that model, and they won't be anywhere near the original model. If your model is unanchored, try anchoring it. That appears to work in some cases.

Thanks, sometimes I accidentally say forum instead of thread. I know the difference, but I use the two words interchangeably even though they aren't the same thing. |

id say he is using degrees for angles like in squares have 90 degrees for the angles |

Degrees. Set it to 90 and press C 3 times after selecting a part. It will make a square. |

I like selecting the 'ghost block' with the plugin and watching it spin xD
