When you go through a lot, having a lot of trauma, where it seems the world is against you, one person who is nice can mean the world to them.

Hey, he needs someone. You aren't obligated to date him or marry him, or do anything, but it'd be nice to say you care and be his friend.
Even though it sounds he may of gone through enough where he convinced himself that you are the only one who can be right for him, which would be odd, but possible.
If he needs more than a friend, you can't give that to him. He needs help of some sort. |

| I know someone who had been traumatized. He was diagnosed with PTSD. Now I know all traumas are different, but after that, he was aloof and didn't trust anyone. |

It's fair to say I was in a similar situation at one point.
I was bullied since I was really young, and this caused me to be a loner, detached from the world. I thought of myself as less, as never to be accepted by anyone, for love mainly.
Then this one girl became my best friend, and we hadn't hung out all that much, but it meant the world to me that she was my friend.
I completely fell in love with her. I bought her roses, a teddy bear, when I asked her to homecoming and valentines.
It gave me confidence, knowing one person could like having me around, that I did some amazingly romantic things.
Of course, it ended with her not being into me, and I was majorly friendzoned. Looking back, it seems like that is how it would of worked every time, because she barely got to know me.
I'm not saying this is the same thing, because I can't know that, especially because it's over the internet, but maybe it's what he needs. |

I've been in some similar situations in real life, and I even have a few friends who I'm kind of uncomfortable with for this kind of reason.
I dunno, the best you can do is be honest about your response. If you know/enjoy the person, tell them that. If you're interested in them, tell them anything they may need to know and get their Skype or whatever. If you don't know them, tell them you don't really know them all that well but you'd be fine with getting to know them, and if they're somebody you dislike or hate, it's best to just ignore it.
