Actually no. There is a 3DS emulator but it only works with homebrew games right now.

physical pokemon copies will always, always be better than emulators
the lack of trading, online battling, and transferring pokemon ruins like 50% of the game on an emulator |

| Someone actually came up with a way to use wifi again, but it's a rather extensive process and I don't remember how it works |
