Over the course of the last few months, low ranks had slowly been losing powers as TCI took a more direct approach into disciplinary training. After constant abuse of these privileges from past-members cost them these rights. The biggest of these two being the public TCI Chatroom on Skype (which wasn't monitored at all), and lower ranks losing the rights to view the Audit Logs. But we'll get to that. As I come to you this week, I bring out some old and new ideas to bring lower ranks of TCI a more productive manner and showing that they too have a voice in TCI.
Reviving the Low Rank Rep This idea surfaced a while back, but never fully started after Sunstaff went under. Now with a new Direct of Internal Affairs (Vortumnus) this idea will be resurfacing in future discussions in the HCOM Meetings. The Low Rank Rep would be a person that remains a low rank, but would be able to voice low rank matters at HCOM Meetings. That way the HCOM gets another view on matters; the view of who truly will have the greatest impact through our decisions.
Low Rank Meetings These happen ever so often, and not on a regular basis. So from now on, TCI will be doing the following to where every Saturday, we will take a break from combat and training to discuss the weeks events and get new ideas on how to improve in following weeks. Low Rank Meetings will happen both before the HCOM Meeting, and after the HCOM Meeting. That means on Saturdays, all bases and training facilities will close as we discuss these events. These events would also be closed to ONLY TCI members.
Skype Chatroom Ah yes, the biggest complaint I ever got. The TCI Skype Chatroom was once heavily used and was an easy way for TCI members to communicate. But after an Ex-HCOM member added 500+ contacts to the Chatroom, heavy restrictions went on it that basically killed the Chatroom. As of now, the TCI Skype Chatroom has been re-created and free to use. The Council has been given the powers to monitor the chat and remove people as they see fit. And with that, TCI is now 100% free to use Skype as a primary source of communication. If you need to be added to the Chatroom, contact Cubyfan2 or Isoiate with your Skype Username, or add myself on Skype under Cubyfan2.
Audit Logs What originally started several conflicts in the past, was the removal of anyone being able to view the Audit Log. This power was removed by vote of the original Council (at the time High Archons), in which they believed low ranks didn't actually need to view it and that they never did. As more low ranks climbed the ranks; and others ranks were changed. Fighting broke out over who demoted who over what. This led to a small uprising from the Mid-Ranks that was quickly put down. Now the HCOM will vote again on allowing all of TCI to view the Audit Log; so that they can keep track of who did what and when. And that they may see for themselves, which high ranks are truly dedicated to TCI and which one's are not.
Additional Methods These methods have already been accepted by the HCOM and are being implemented as from the Emergency High-Command Meeting of 6/17/2014.
Overall, a lot of things went away due to the High-Command (and myself) being lazy and not wanting to put in the effort. With that, we're now going to allow once again those who do good the chance to request a movement into Officer Corps, the person must be of at least L4+.
Officer Corps members now as a final task into leaving Officer Corps. To become a full-fledged Officer must find a replacement for themselves inside of Officer Corps that can be accepted by another member of the High-Command of TCI. This is to ensure that our OC-Division continues to grow and prosper for the benefit of TCIs future High-Command. Instead of continuing to be the most elite and smallest division TCI ever had.
Finally, as a last method (this one more so direct at the High-Command) the External Affairs department will not be opening up more titles. These titles will include: Head of Joint Trainings and Head of Allied Defense. Which will most likely open up the possibility of new high ranks to join our HCOM staff so that these positions can be filled.

We have a TS3, but that had little control and too much time. We have a RaidCall, effort for it though.
Most if not all of the HCOM for TCI has a Skype, and it works for communication purposes a lot faster actually and we have more control over it.
