The supreme court have talked, and this is what we decided.
"Congress has the power to overturn an executive order by passing legislation in conflict with it. Congress can also refuse to provide funding necessary to carry out certain policy measures contained with the order or to legitimize policy mechanisms. In the former, the president retains the power to veto such a decision; however, the Congress may override a veto with a two-thirds majority to end an executive order."
Congress never passed legislation to counter this with a 2/3 vote. And please if you do try to pass legislation please have a video documentation or it will be void. The Executive order will continue until we rule it unconstitutional or congress passes legislation against it. (US Constitution, Requirement of Quorum)
As provided by the US Code, the President has complete power over the Executive Branch. If he orders that, only a bill can overrule it, but he still may veto that bill. (US Constitution, Article 2, Section 1)

| Actually, it is not just a law Congress would need to fully disallow Zeyad the right to fire anyone with over 2 jobs. It is actually stated in the Constitution that the President may fire any Executive Branch member at will. "Unless limited by statute, the president may fire any officer in the executive branch at will, except for instances in which the Constitution prohibits doing so (statute not meaning any law such as a law saying "you cannot fire any employee", but rather racism, discrimination.) |

I'm sure he'd love it, but there's a small thing called checks and balances, which fully prevents anything of the such from happenning.
If you say it's nonexistent, I would refer you to the situation that happened just months ago with Marinio. He was impeached and ultimately found guilty/removed.
