[PLEASE READ THROUGH THIS AND GIVE IDEAS, COMMENTS AND SUGGESTIONS AT THE BOTTOM]
DRAFT 2:
[PURPOSE] The purpose of Education Reform is to ensure that Australia has the largest, smartest and most capable workforce. In order to ensure that these goals are fulfilled, the following will be enacted to guarantee the most useful education for our citizens.
[STAGE 1] In order to receive a job in any Australian Government Entity, you will need to register with the Ministry of Academies (Excluding Department of Defence). There will be a rank in the Ministry of Academies group for every Department in the Australian Government. If you would like a job in an Agency, you will will first need to complete the Academy for that Agency's Department.
There will be regular training and tests for all who are registered with the Ministry. These trainings and tests will consist of workplace skills. For example: If you are looking for a job with the Federal Police, you will be educated on basic laws and shooting. If you are looking for a job with the Department of Treasury, you will be educated on money and finance.
However there will be a second option. The Department of Education will run the University of Canberra. Those who opt to take classes at the University of Canberra will be advanced to the third tier of training automatically. This grants those who are more dedicated to their employment a higher chance of getting the job they want.
[STAGE 2] As population in Australia grows, it will become more ethical for Departments to have their own Academy groups. These groups will still be run by the Department of Education. Every Department's Academy will be run by the Department of Education, but there will also be a Board of Academy Directors made up of the Department's High Ranks. The University option will also still exist.
[CONCLUSION] If the basis of this idea is accepted by the Prime Minister, there will be a profound and detailed expansion of this reform.
Signed,
TF3151 Minister of Education |

Interesting idea, TF. I, however, am not in complete support. I believe each agency should be responsible for how they wish to recruit. This way each agency can be a little more independent rather than having all agencies having an academy.

I think that the greater importance is that all of our agencies recruit from the same level of employment. The Ministry of Academies is not a *form* of recruitment. Citizens will complete the Academy and then it will be up to them to find a job in their field. The Agencies can hold whatever form of tryouts they want. The Ministry is just there to ensure that all who are getting jobs live up to a certain standard. I will be sure to clarify this in future versions.

Oh, so it would be like, the Ministry of Ed. would have a few academies for each aspect of field work in Australia (Law Enforcement, Intelligence, Justice), and then the graduates of the academy would have to get into an agency afterwards?

Yes. This isn't a free ticket in. This is making sure people are qualified. But we aren't teaching RL courses.

But we might try to incorporate a lenient tryout at the end of the academy.

I think each Agency should have say in what they want to do as far as recruitment. I think the DoE should just monitor what they do to make sure everything is running how it should be.

But that isn't the goal. The Department of Education would have no method of enforcement. The goal here is for the Department to provide everyone with the necessary skills needed to try out for their Agency and then in the Agency tryout, it will be up to the trainee to apply those skills.

I like this a lot! I especially like the part 2 about when the population grows, as I believe it will help eliminate corruption since members will have to be a lot more qualified. I definitely give it support, and I like how much of a role the department of education is having as opposed to in other groups.
