[USM] USMC TECOM Training Rules, Regulations, and Doctrines

The mission of the Drill Instructor is to develop disciplined, trained, and mentally stable Marines that are familiar with the Corps and of the United States Military as a whole. Drill Instructors must lead by their own example, with the highest standards of personal conduct, morality, and ability. A Drill Instructor NEVER commands his men to do something that he is not able to do, or will not do. It is suggested that Drill Instructors participate, when applicable, with his/her trainees

Basic Rules and Regulations:
1.)When hosting any form of training, including BMTs, BCTs, and promotional trainings, it is mandated that DIs have either another DI or a JDI in the training. This ensures that NO training will be called, then cancelled soon after.
2.)There can only be a maximum of 4 DIs in any one training, including the HSDI. 3.)There can only be 1 SDI and 1 HSDI in one training.
4.)Officers, excluding TECOM staff, may NOT take-over a training for any reason or purpose (This excludes the ACMC, or CMC). Hosting DIs have the authority to remove any intervening and/or interrupting enlisted or officer from his/her training session until it has ended. Officers, excluding TECOM staff and the ACMC, CMC, may not assist in trainings, even with permission from the hosting DIs. Only authorized men/women may assist in trainings--with the approval of the host(s).
5.)BMTs are to be held at Parris Island, Marine Corps. Recruiting Depot only. Likewise, BCTs and promotional trainings can only be held at Twenty-nine Palms.
6.)When drilling or engaging in a training of any sort, Drill Instructors will utilize the "points system" to determine whether or not a Boot/recruit or Marine passes or fails. This is based off of the Marine/recruit's ability to successfully pass, thus removing a significant amount of biased and human error.

General Rules and Regulations:
-Marines may only be promoted to Staff Sergeant at the highest; for any promotion above the rank of staff sergeant, one must get a referral from an officer including and above the rank of Major.
-Basic Military Trainings and promotional trainings are not to be merged
-Drill Instructors will use the typical "points system" in trainings regarding those who pass and do not pass rather than relying on judgement

The "Points System" Rules and Regulations (Optional: Used at Drill Instructor's Discretion)
The points system will be utilized in all forms of trainings. Here are the points rewarded for the successful completion of a topic. They are as follows:
- Faces: 1 point
- Ranks: 1 point
- Obstacles course(s): 1 point
- Skirmishes and Team Deathmatches: 2 points to the winning team, 1 point to the losing team
- History: 1 point
- Weapons Training/Firing Range: 1 point (Marine/Boot hits all targets within a given time, specified by the DI)

Requirements to Pass
- Basic Military Trainings:
3 out of 4 points to pass (History is not mandated to cover, thus marines will not be receiving points for that)
Faces: 1 point
Ranks: 1 point
Obstacles course(s): 1 point
Weapons Training/Firing Range: 1 point

- Basic Combat Trainings:
2 out of 3 points to pass (Raid preparations are not considered as a point reward)
Obstacles course(s): 1 point
Weapons Training/Firing Range: 1 point
Skirmishes and Team Deathmatches: 2 points to the winning team, 1 point to the losing team

- Promotional Trainings:
5 out of 6 points to pass (Rules and Procedures of the USMC are not counted as a point reward)
Ranks: 1 point
Faces: 1 point
Obstacles course(s): 1 point
Weapons Training/Firing Range: 1 point
Skirmishes and Team Deathmatches: 2 points to the winning team, 1 point to the losing team
History: 1 point

Basic Military Training/BMT Requirements (Held at Parris Island Only)
Topic Criteria:
Each topic will have set tests to help scoring.
DRILL
A. Purpose of Drill
1. Commanders use drill to:
a. Move units from one place to another in a standard, orderly manner.
b. Provide simple formations from which combat formations may be readily
assumed.
c. Teach discipline by instilling habits of precision and automatic response
to orders.
d. Increase the confidence of junior officers and noncommissioned officers
through the exercise of command, by the giving of proper commands, and by the
control of drilling troops.
e. Give troops an opportunity to handle individual weapons.

B. Commands

1. There are four types of commands: preparatory commands, commands of execution,
combined commands, and supplementary commands. All commands in this Manual are
shown in quotation marks, e.g., “Present, ARMS."

a. The preparatory command indicates a movement is to be made and may also
indicate the direction of the movement. In this Manual, preparatory commands are
shown beginning with a capital letter followed by lower case letters. The comma
indicates a pause between the preparatory command and the command of execution.
Examples would be “Forward,” “Left,” “Platoon,” “About,” etc.

b. The command of execution causes the desired movement to be executed. In
this Manual, commands of execution are shown in CAPITAL LETTERS. Examples would be
“MARCH,” “FACE,” “ATTENTION,” etc.

c. With the combined command, the preparatory command and the command of
execution are combined. In this Manual combined commands are shown in
CAPITAL LETTERS. Examples would be “AT EASE,” “REST,” “FALL IN,” etc.

d. Supplementary commands are commands that cause the component units to act
individually. An example would be the commands squad leaders would give to their
individual squads following the platoon commander's preparatory command, “Column of
Files From the Right,” and before the command of execution “MARCH.” In this Manual
supplementary commands may be shown as preparatory commands, commands of execution
or combined commands, depending on the movement.

C. Positions

1. ATTENTION. The position of attention is the basic military position from which most other drill movements are executed.

a. Keep your head and body erect. Look straight ahead. Keep your mouth closed and your chin pulled in slightly.

b. Stand still and do not talk.

2. PARADE REST

a. On the preparatory command “Parade,” select the At Ease tool without noticeable movement.

b. On the command of execution “REST,” Get into the At Ease position.

c. Silence and immobility are required.

d. The only command you may receive while at parade rest is “ATTENTION.”

D. Facing Movements
1. Right Face: Turn to your right.

2. Left Face: Turn to your left.

3. About Face: Turn Around 180 degrees on your RIGHT heel.

4. Half-Right Face: Turn to your right 45 Degrees.

5. Half-Left Face: Turn to your left 45 Degrees.

Center Face: Turn to your right until facing the commander.

"FACE," is the command of execution.

E. Present Arms and Order Arms
1. When the command PRESENT, ARMS is given, salute.
a. Silence and immobility are required.
2. When the command ORDER, ARMS is given, drop your salute.

F. Final Drill
The final drill will determine whether or not a Marine/recruit is proficient in drill. The commander will have his recruits execute the following sequence. The DI's will record how many movements have been incorrectly executed.

Record how many movements were executed correctly, then multiply by 5. 80 or higher is passing and will be recorded as a 1. Anything lower will be a 0.

RANKS
A. ALL ranks with their respective pay grades will be taught to recruits. E1-O10.
B. Testing will be a quiz facilitated as follows:
10 rank -> paygrade questions. Example: Staff Sergeant -> E6
10 paygrade -> rank question. Example: O4 -> Major
C. Grading process is the same as drill.
OBSTACLE COURSES
A. Time given for obstacle courses is at the DI's discretion.
B. If a recruit completes the obstacle course in less then the given time, record a one. If the recruit fails to complete the obstacle course in the given time, allow one more chance then record a zero.

SKIRMISHES AND TEAM DEATHMATCHES
A. The amount of KOs to win will be determined by the number of recruits on a team multiplied by 4.
B. First team to reach the amount of needed KOs will receive two points each. The losing team will receive one point each.

*Employ your command in accordance with its capabilities.
A. Scoring will be at the DI's discretion. 1 is passing, 0 is failing.
