In my opinion, I believe it would be best to merge all of the academies in the United States of America into one University operated by the Department of Education.
The Director of every Agency shall send one of their high ranks to act as an Adviser with the sole purpose of making sure the newly formed University is up to the standards of both the Department of Education and their agency.
With the approval of President Zeyad, this change will be rolled out with a few agencies at a time.
First, with any agency that uses an application process,
Second, with some of the law enforcement Agencies that are of lower authority,
and Third, with the rest of the law enforcement Agencies and any other government entity remaining.
The goal of this merger is to bring the best experience to all of the citizens of the United States and to make sure that the skills you learn while trying out for Special Forces can also be applied when trying out for the Marshals.
In the future, it is my hope that all agencies use this newly formed University for finding the best and the brightest agents to be. |

The Commission of Academies isn't active at this point in time.
I'm sorry, but exactly how much power would this grant me?
As I said in the original post, High Ranks from the Agencies themselves will be on as advisers to point me in the right direction to make sure that the University works for everyone.
I wouldn't be accepted into ANY of the agencies themselves, the responsibility of their academies would be tranferred to the Department of Education.
The worst that could happen is some agents are poorly trained, but agencies will still be holding tryouts for graduate students.
If President Zeyad doesn't like this plan, he can replace me (but he's pretty much approved it anyway) |

I already addressed the "power" excuse, but here it is again:

The only "power" I would have is the responsibility of making sure the Professors know what they're doing.
Every agency and department would be allowed to send a high rank to represent their interests in the Department of Education, and I would make sure every opinion is voiced and heard.

If this happened, there would be no tiers.
People who have passed certain parts (Law, Discipline) in other academies would all be put in the same rank in one university.
(Plus, in RL this doesn't happen.) |
