Made because the leader is too lazy to trust himself / his group with the weapon least reliant on luck. Think about it. When you start a SF clan, you don't worry about your troops' faulty at fighting than you do with a Multi - weapon clan.

gunfighting doesn't have to = lag depends on the type of guns you use and the type of fort you use them in |

'guns take more skill' I could see how hopping around side to side takes a lot of skill. As swords take precision and exact timing for succession. |

Guns are far more consistent (well, of course it depends on the guns) on the whole generally skill is more prevalent with guns - E.g. with swords a newish person might get kdr 0.5 and a skilled person may get kdr 3 or something, whereas with guns you'd usually find the skilled person has kdr 5 and the unskilled person has got no kills and a lot of deaths
having said that, who cares some people like guns, some people like swords just do what you prefer |

what are the chances compared to him getting lucky with a sword to getting lucky with a gun

By "consistent" I mean that guns are very different from fort to fort.
When you go into a sword fort, you get a linked sword, and maybe something like a katana for VIP members. It makes it simple.
