PREAMBLE: Whereas law enforcment agencies did not have clearly defined regulations for crowd control
SECTION I: All law enforcement agencies and departments - including but not limited to the Secret Service, Capitol Police Department, Metropolitan Police Department, and the National Security Agency - are expected to train their agents in crowd control.
SECTION II: The training curriculums for such agents shall involve: - High accuracy training [shooting moving targets] - Crowd arrest training [arresting a single person in a crowd of others using baton] - Anger management therapy [remaining polite while being insulted] - Public speaking [how to gain a crowd's attention and order to stay behind line] Such trainings shall occur a minimum of once a week.
SECTION III: All law enforcement agents must be able to recite the following, either by copying and pasting from a saved notepad document, or knowing by heart - "You are officially protesting the United States government for a change in their legislation according to your demands. In order to ensure that more change may be achieved, we strongly recommend that you try to contact a member of Congress, or the leader of the department which pertains to your concerns. However, since you have chosen the option to protest, we remind you that this act may not necessarily earn you the changes which you want. During the protest, you are expected to remain peaceful - this means that you MAY yell; wave signs; and chant slogans. However, any verbal threats toward myself, any of my officers, or a member of the government, shall result in your immediate detainment from the protest and possible prosecution. Stay within your designated area, stay calm in cases of emergencies, and this will go well." This will be recited under the circumstances within the Protestor's Rights and Regulations Act.
SECTION IV: Law enforcement agents are expected to know the Protestor's Rights and Regulations Act, and to adhere to it.
SECTION V: This comes into effect the following week that it is passed.
