maybe the guys who make the anime thought it would make sense. the games back when the anime started didn't really have high-quality sound, so they probably didn't sound like growl sounds. they added pikachu's voice in because it's like the game's and anime mascot, and the voice is very recognizable.
mind you, the video game's world and the anime's world have no connection to eachother; they're basically parallel universes.

Some of them don't. I think most 'mascot' legendaries don't (Rayquaza, Groudon, Kyogre, Dialga, Palkia, Giratina, etc), and also some other non-legendaries like Lucario and Hydreigon don't say their names. Just growls.
Or in the case of Lucario, sometimes talk with Goku's voice actor. B) |

Because if in the anime all you heard was explosions for voices I think you would be annoyed at the end of the first episode.

Because the video game has text next to the pokemon that tells you what its name is.
The anime doesn't. And remembering the names of 500+ Pokemon is ridiculous. Having them just say their names is easier. |

| so you're saying they could have gone completely soundless and it would be okay because its name is next to it? |

No. Learn to read. I said that it's necessary for the Anime to have a way to remind you what the name of the pokemon in front of you is. The games don't need that. Thus simple screams are okay. |

okay, last question
why pikachu (in x/y at least)
was it because he's the most distinguishable character throughout the whole series? nobody needs to hear its sound to know it's a pikachu |
