I suggest new ranks and exiling all the inactives and than stay as professional as possible and recruit good people.

Keep them in for recruiting purposes - people like to bandwagon and join larger groups.
When you reach about 100 members, exile 10 inactives. When you reach 120, exile 10 more. Repeat the process for every 20-30 members gained so you still have a seemingly large group, but you end up getting rid of inactives at the same time. |
