Recently, we have seen some disorganization in the House of Representatives and the Senate. As Chairman of the Republican Party, I would like to propose a bill to end this lack of organization, so I have proposed this bill to be ran through not just the legislature, but the whole government.

Article I : States and Parties Issues.
Currently, the system of States and Parties are both in effect. The issue with this is that the States system is used to divide the people between boundaries, something all citizens may not join, or join multiple states, and vote multiple times on their legislature. Parties, however, run on their own, separate plans and structure. If the people do not like the beliefs of a party, they can join another or start their own, instead of running out. With both systems implemented, it makes the United States more susceptible to a bias or unfair legislature.

Article II : Proposed Parties System / Elections.
Parties are, as the Pluralist Theory's plan states, "the people with common interests form groups to influence politics and competition between ideals and groups to find the one which benefits the majority."

[Legislative]
The idea of this would be to have the political parties support a candidate if they run for house or senate, each party gets 2 senators, and 1 representative using this formula : Party Members / USA Members x 50
For example, 20 (Party Members) / (Divided by) 446 (USA members) = 0.44 x 50 = 2.24, meaning that 2 Representatives are allowed in that party for the next term.
-If they gain enough members in a month for 4 representatives, they will have to wait until the 3rd month (End of the term) to be allowed more candidates to run, and represent them, nobody may be appointed half-way through the term period.
-Nobody may run in the House of Representatives, or the Senate without a political party.
-Both House of Representative members, and Senate members have a term of 3 months, with an unlimited amount of terms per member, if renewed by their party.
-If a member/members of the House resign, the political party loses the right to that opening for the rest of the term, and may not have new members appointed. They may not be contract-bound against resigning by the political party.
-If a member/members of the Senate resign, the political party has to have a vote by themselves for who should fill the role.

[Executive]
If the party gives a President and Vice President candidate group support, there is an election held within the party to figure out who they want to run for president, each party submits their one, and only candidate team they wish to support in the elections, these candidate teams are the only teams that may run for presidency. The election the party holds within itself is determined by the party's board and chairman (Or whatever system the party uses), if a candidate team for presidency is not selected by a party, they cannot run.
The president's term is 6 months per presidency, unless impeached, if the president is impeached, or quits, the vice president takes over, and the presidential line of succession is followed, regardless of who is next in the chain. They will carry out their duties for the remainder of the term. Two terms maximum.
Presidents who run do not need the support of a political party, unlike legislative members, but the political parties increase their chance of winning by guaranteed voters from the political party.

[Judicial]
Judicial members (Supreme Court Justices) Are appointed by the President, and can only be fired by the Chief Justice for wrongdoing, the Chief Justice can only be fired if the Supreme Court votes him/her out. Terms are for life, until they quit, or are removed.

Article III : Speaker of the House.
The Speaker of the House will be chosen by the President out of current representatives, and not on their own trustees, based on who the president believes is most qualified to hold the position in the legislative branch.
They can only be fired if the Supreme Court rules that they are not fit for the job, however. The Speaker of the House holds their job for 6 months, and may be renewed an unlimited number of times.
Only the speaker of the house may add somebody to the house of representatives, or the senate, and they may only do so if the person is elected by a political party.
The speaker of the house, if bound by contract, must obey the contrast just as any other representative, or senator, or risk termination from their position. However, they do not need to be re-elected as SoH by the political party, only the president. This means if they followed their contract for 6 months, they do not need to sign it in the next election if they are the SoH, because they don't need the political party's support, and they are unbound from their contract, even if they continue their term as speaker.

Article IV : Political Party Contracts.
Political Parties vote for candidates who wish to become representatives and senators, which work for the party, the party may hold them to contracts, if needed. If the representatives, or senators, are elected, and have agreed to their contract, they must follow it, or face anything written in the party's contract, including termination from their job, termination from the political party, or losing the party's support in the future. All contracts may limit up to six months (Two terms) only before renewal is needed.
If the member in violation of this lawful agreement protests it, they may have the right to speak in court against the political party, if they succeed, they finish their term representing no party, and the party still has the right to terminate them from their position in the party only, but not their job in the legislative branch. The president, or any other official cannot override, or pardon these contracts, unless a case is presented in the court.
Judicial branch members, and executive branch members are excused from this policy and may not have a contract for their job.

Article V : How to make a political party, and how to remove them.
A political party can only be appointed by the Speaker of the House, and must be approved by the President, based on a non-bias reasoning. The party must be ran by the American people, and cannot run unfairly, if the appointed representatives, or chairman show they are not fit for holding a party, the party is being disbanded by the members of it, the high ranking members, or candidates break laws and are not removed from their position, the Speaker of the House can be addressed the problem, and must proceed to the Supreme Court, who will vote on the issue, to have the party removed, if the Supreme Court denies it, the President may override the argument in the Supreme Court.

Article VI : Political Party Election Structure :
Also known as primaries, the system must be followed : 1. The "deciding" section of the party screens candidates to run for important government positions, they should not narrow it down too much.

2. The people in the party vote which candidates should run, the winner, and the runner-ups get the positions by fair vote.
The poll is presented to the President pro tempore of the Senate (Otherwise known as the Vice President), they will decide if the election was ran fairly. If it is not, a re-count must be issued, or the Vice President may go to the Speaker of the House, or Chief Justice about the issue, (Who may put the party under judicial review, and revoke their right to appoint any members for no more than 3 days, granting them the right to hire their representatives and senators after these 3 days.)

2. The people in the party vote for the candidate team their party chose, if they want, they do not have to.

Article VII : Closing
In closing, the states should be removed, and parties given this system, parties have their own independent system of governing their party, their chairmen cannot have a job as senators, representatives, as the president, or in the supreme court. If they wish to run, they can give the chairman position to another person in their party (Giving them the power to choose if they may run or not), and ask for the party's support to run.
Citizens of a party are not required to vote for their party's candidate, and are not forced to be in a party, unless bound by contract or other legal documents signed by themselves and has not expired.
(Revisions) This document can be changed by either the Senate, or House's vote, with the support of the Supreme Court and the President's vote. If the Senate and House both agree on the revision, they may override either the Supreme Court, or the President, and not both.
