Introduction:

Recently, it has become apparent to both JC and the Judicial Department that the current way of Conflict Mediation is flawed. The current system allows for too much biased and is too public. The public should not be involved in another Cobra’s personal conflict as this could lead to disorder and distrust among fellow Cobras. A few unneeded ranks lurk around like the ranks of “Jury”and “Lawyer”; these ranks have little effect on court proceedings. To correct this flaw, a new system will be introduced. This system is unlike any seen before in the clan world and may take awhile to adjust to.

Discretion system:

The Discretion system was created in order to remove biased and keep cases discrete. Although the steps may seem strenuous, it should only take at most 3 days(Depending on the case). In the event that a JCJE member is on trial for an offense not directly related to JCJE, that member will undergo the same process a normal JC member would undergo; said JCJE member will not be involved in their own case. The system is made up of the following steps:

1. Assessment: This step is basically the assessment of how “high leveled” the case is. Cases will be divided into three different level of cases: low, moderate, and high. These levels will decide how each case will be approached. A low level case may be a small dispute between two low ranks, while a high leveled case may be a dispute of Admin Abuse between to High Ranks. Once the assessment is complete the Assessor will hand the case off to an Analyzer of the corresponding live.
Ex. A moderate leveled case will be handed to a moderate leveled Analyzer.

2. Analysis: Once a case has been assessed, it will be given to an Analyzer. They Analyzer will review the case and take notes on each fact presented. The Analyzer will then remove all names and hand the case off to a Reviser.

3. Revision: At this point, a Reviser will proofread the case and ensure there is no biased and only facts remain. A Reviser will also be tasked with correcting any grammatical errors in the case.

4. Judgement: Once a case has been proofread it will then be handed off for judgement. Every judge, of that clearence level, will evaluate the case for no less than 20 minutes (Depending on the case), at the end of this evaluation the majority vote will win. The judges will then decided on the punishment in the same way. If there is a draw in either the evaluation or punishment, a Supreme Judge will be contacted in order to break the tie.

Ranks:

Public- Simply JC who are awaiting judgement or just want to be in the group.

Suspended- JCJE members who have currently been suspended.

Applicants- JC members who are interested in being apart of JCJE. This rank is basically a training rank; Applicants may only be promoted by the Committee of Justice.

Assessor- Assesses each case, according to clearence level, before handing it off to an Analyzer.

Security- Security members are peacekeepers that ensure trainings and proceedings go according to schedule.

Security Captain- Commands security.

Analyzer- Broken up into three ranks according to clearence level: low, moderate, or high. They analyze cases, taking notes on only the facts. After a case has been analyzed, they will remove all names from the case, and replace them with anonymous names such as “Private X”.

Reviser- Revises each case, ensuring all biased has been removed and all spelling/grammar is correct.

Judge- Divided up into four ranks according to clearence level: low, moderate, high, or supreme. The first three Judge ranks will be concerned with evaluating cases and passing punishment. Supreme Judges will be tasked with keeping other judges in line and breaking ties.

Instructor- There will be one instructor for every type of job (Security, Revision, Assessment, Judgement, and Analyzation), instructors will train applicants and recommend them to the Committee of Justice.

Committee of Justice- This committee will be in charge of inducting new members, regulating JCJE, recruitment, promotions, and internal conflict resolution.

President of the Committee- Spokesman and head of the Committee.

Emperor - Emperor of JC.

Chief Justice- Head of the Justice Department.

Conclusion:

This new system should work wonders for JCJE, but only if we as a department allow it to work. This new system will set JCJE apart from all the other biased, mundane, and inactive Justice/Conflict Resolution divisions of other groups.
