@blobbem, probably is both. But here is a fun fact: Most soldiers at bases in the United States do not carry guns. Only military police on guard duty do.

@blobbem, I don't know the situation fully but let's say he is firing from a distance, it is kind of hard to run up to him and disarm him without being shot. In cases like this, they usually have all the soldiers take cover while MP's and S.W.A.T handle the situation.

Smartest thing to do would be go indoors where range is more difficult.
But I don't want to bother with hypothetical scenarios right now. |
