Well, Sanchez6 has given me the Clan Community Movement. I believe that I can help fix the clan world. I'm just going to cut right to the chase with the rules.
1. SACRIFICE
Sanchez believed that the beginning of the end started with the introduction of RCL and final battles. In one group I am in, we did a 1 day war, ending on the same day, the others suggesting a final battle 5 hours after the war started. That is completely stupid, for lack of a better word.
My thoughts: At least 2 months of war, then you end it. 2 months provides enough time to actually have raids, therefore providing you with a more clear and fair victory.
On the concept of mercs/PMCs. I will still accept them. If both sides decide, in the war terms, that mercs are ok, then use them. Don't randomly pull them out of thin air.
2. FORUMING
The C&G forum is for CLANS and GUILDS. Please no flame wars, AA arguments, etc. on this forum. Debating is fine. Debating might get you somewhere. Flaming will get you judged a lot.
3. WARS
Wars aren't just going to someones base and saying, all caps, "WE ARE NOW AT WAR!!!". Wars should be decided on by both sides. One offers the war, the other accepts, and together, come up with war rules. For example, are you deciding victor on number of raid wins? How many raid wins? Do defends count, or no? All of this should be decided before the war starts.
4. OTHER NOTES
A few months ago, before I got CCM, I asked Trigus how to run a "golden era" clan. Back then, I was playing on different accounts, hopping from group to group, mostly just a soldier. I had no clue how to run one. So, I asked him, and he told me. Here is exactly what he said: To succeed, a clan needs three basic things. -Originality--not based on anything outside of Roblox. VAK is one of the few exceptions. Groups based on things outside of roblox have more standards to uphold which make it harder to succeed. -Devoted high ranks and low ranks. Everyone, from the leader to the lowest grunt needs to be fully devoted and active to the group. So definitely find people that agree with your cause. -Maturity. Groups can be really fun when they're really relaxed, but all the best clans, past or present, are the ones that have standards of maturity including respect, good grammar, fairness, etc.
A bonus is that roleplay (a group with made-up lore/history in its own universe) can help groups.
Please try to follow the above guidelines if you join CCM. I hope you join, so we can bring back the clan world, one step at a time.

| Dear OP, stop trying to fix the clan world. You aren't even known throughout clans. Do something noteworthy, and then start this 'movement' up. |
