So they have to get a job to keep their house but they are stuck at a certain life quality unless they start their own business which could cost them their house and lifestyle if it doesnt work out?

it's not true communism, as effort is being rewarded in true communism everyone is perfectly equal in terms of equity.
also aqueducts use gravity to transport water. how exactly are you going to run an underground aqueduct from the ocean |

And in this Utopia, your not allowed to own a company just for benefits. Your only allowed to have it if you enjoy it's purpose of having it.
Here's an example ;
Some guy want's to start a car company because he really likes cars and is motivated to do it because he enjoys it.
That would be allowed.
Some guy starts a building company just so he can get benifits, and is not actually interested in the companies purpose at all.
