Hell the original might not have even been a group uniform but just some combat suit some dood made.

You probably don't use additional layering via Photoshop and using the overlay effect in paint, do you? It creates that effect. |

| Use the copy and paste tool in Photoshop, and transfer it to paint while paint is using the overlay effect on the specified layer you copied it to, and voila. |
