Honored members of the Senate and Military high command!
As agreed, here you have the revised version of the Security Council bill, that contains all the Changes we agreed upon.
The purpose of this bill is to establish a more united, fair and effective security system, and make better use of the security branches we've got.
Since this bill is heavily related to both the military and the Republic in general, it will require approval from both the Senate and the Military high command. -------------------------------------------------------------------------------- The security council's work shall consist of improving and maintaining strong cooperation between the security branches of the Republic, as well as dealing with any issues that arise. The Security Council shall work to make sure that security in Republic territory is always tight and effective, while still not limiting the freedom of those legally roaming the area. More than this, the security council shall attempt to deal with issues regarding crimes committed by servicemen/women, to make sure a fair punishment is given, and must deal with problems regarding cooperation between the branches.
To fulfill these duties, the security council shall be given limited authority. This authority shall include the ability to punish servicemen/women (who does not hold a leading rank in their branch) for criminal acts against the Republic and its people. Every councilor shall also be able to temporarily relieve servicemen/women from their duty, to prevent further incidents of criminal acts. The Security council has the right to be heard by the Senate on any matter regarding Republic security. Last but not least, the Security Council shall have the power to deploy agents to investigate matters regarding Republic internal security, but these agents must not hold any special authorities. All other powers exercised by the council, must be approved by the Senate and/or the military Supreme Commander. All instances of power exercise by the council must be justified and a full report must be sent to the leaders of the represented Republic branches.
The Security Council shall consist of one representative from each of the following branches and institutions: • The RGR military • The RGR Civil Security Corps • The United World Federation • The RGR Senate • The RGR Senate Guardsmen There shall be no requirements of who shall be able to become a security councilor, and there shall be no set rules for how these councilors are chosen, it is up the individual branches to decide how it’s done, as long as the representatives represent the entirety of their branch. --------------------------------------------------------------------------------

| This is an outrage, CSC is being dragged into this when all what will happen is a CSC Hater will become the RGR-M Rep, and will just punish each CSC member he/she sees for false reasons, and no CSC High Rank gets to vote on this, I think CSC should be immune to the Reps and not have a Rep since we don't have a vote on this. Like come on, this is an Imperial move! |

The entire purpose of this council is to promote cooperation between the different branches of the Republic.
These comments show that not everybody is interested in that, I see.
CSC gets a representative as all other branches. And if you hasn't noticed, all exercises of power by the council must be reported to all Republic branches. |

I would like to call into question the legitimacy of Shadowman104's induction into the Security Council. I have been informed by him that there was no UWF vote (inwhich he represents), and instead the Chancellor appointed him. We would like to have an official Federal vote on the actual councilman.

I would hope revision would be made to encompass the RGR Navy as well. |
