do i have to make my laptop (where the files were downloaded) a ftp server or is there an easier way?

Download Dropbox, or use the Shared Access folder via Win 7.

Computer 1 (Downloads Dropbox and then puts files into Dropbox)

Computer 2 (Download Dropbox, signs in on same account and everything will sync)

If you think its going to take that long to sync files even on a 150KB/s DL connection you need to rethink what you know about the internet.

Like I said, you could also set up Remote Desktop or Shared Folders.
