First of all, remember: It's a declaration Not a proposal
You don't ask the other team "Can we go to war? Plz? ...Prty plez1" It's a declaration. You say "We are going to war with you. We currently have all ambassadors of your clan being held hostage by your allies, which have been conspiring with us for months. Prepare for executions unless you meet out demands..." By doing this, they're willing to go to war with you too.
Also, declaring war for no reason is stupid. Honestly, there's no motivation, it's just an activity/publicity scheme. If you want to get something accomplished, then you can declare war. Don't just think "hmm we dont have a war giong on lettuce commence in random battle!11!!" then draw a name out of a hat like most of you clans do anyways.
By ASKING them to go to war, it establishes an almost friendly/cooperative environment, at least in some subtle ways, and that removes all interesting tension and hatred.
War terms are lame. I think C&G should have some sorta standard, unspoken war terms. Maybe a forum that just keeps getting bumped that says "THESE ARE THE STANDARD TERMS FOR WARS". That leaves no communication between the group leaders to be required, or the possibility one clan leader can back out and say "no no war we are reforming/busy/unprepared/afk". This way, a war declaration would actually be a war declaration.
While I know most of this won't happen, it just seems like an ideal way for a war to occur.
Just, please remember. When you declare war, you're announcing that it will happen Not asking politely if another group maybe might possibly consider at least one SF tourny with you if they kinda wanna eventually maybe. |

| At the end of the day, it still doesn't matter. The system is built in a matter where it is a proposal and will be kept that way by the superpowers in charge of the clan realm. The C&G's are merely a tiny fraction of our realm's full extent, it doesn't have as much as authority as you may think. |

I mean, if you want to go to war with another group, try raiding them a bunch of times. Hopefully they'll retaliate, or better yet, take the hint and declare war themselves.
If they do nothing, they don't want to go to war. If you force it, it'd be boring anyways. Move onto another group who might want to retaliate.
Again, I don't think you should just go around declaring wars or trying to wage wars for no reason. But if you do, at least remember it's not a damn proposal, and maybe try to make it mean something instead of an activity/C&G publicity stunt. |

| @pepe - To that I could agree. Declaring a war does not entitle you to an official war, but rather a one sided battle. Clans that declare wars have limited control as to whether their enemies would accept them, but they have full control when it comes to forcing their enemies to defend their bases in case of an attack. |

Exactly Ziruto. Which is why I wrote some things concerning that.
@WannaBet, like Ziruto said, nobody has to force anyone to defend anything. Let's say, if FEAR kept raiding RAT, RAT could just do nothing, tell nobody to go to a base to prevent any official raids from starting, and no war would happen. Not even a battle. It's not defeat if only one side's in the battle. I don't like the whole idea of that, even though that's how many wars are treated. Which is why I mentioned the initiating war/acknowledgement test thing in my other comment. You'll see from the first few pre-war battles if any decent war will go on with that group. If not, move onto another.
Or, y'know, wait for two groups to simultaneously dislike each other immensely and start a war with an actual purpose. That's the #1 preference. |

TRA's war declaration to NFC in 2011 was like this:
