Because,
1. it's really expensive, and a laptop that costs the same would be more worth it
2. RT isn't full windows 8, and it's not compatible with nearly as much as windows 8 is.

wow 350 dollars is so expensive amirite
also you need to think about what the general consumer is going to use a tablet for, the MS Office 2013 RT is Office 2013 without external plugin support

But the surface isn't advertised as a tablet, it's advertised like a laptop... Which you need to spend another $100 for the keyboard. Again, for $450 (or $550 because the extended battery keyboard is like $200) you could get a better laptop (or hybrid).

I don't mind the Surface RT, but I can get a pretty decent laptop for the same price.

Then it looses it's portability factor, heck it ONLY has 32 GB (or 64) which is silly for anything, even if it is a "tablet". I have heard it's too heavy to be used as a every-day tablet, and it seems to have poor battery life.
Also, with only one USB port, you cannot use a mouse (if you use a usb keyboard). The idea of the surface is to be both a laptop and a tablet, and it fails in that respect.
It's quite tiny to be a laptop as well (because they want it to also be a tablet), and it only being 720p is a little silly. 2GB of RAM brings it down from being a high end tablet as well.
For instance, you could get a Lenovo Flex 14 for much cheaper than a 64gb, with extended battery keyboard surface... and you would get far better specs and a full blown OS.
