Firstly, Open up Roblox Studio 2013, loading your chosen place.
Insert a test dummy by Selecting the robloxian looking button on the right of the toolbar. (The button is named Create Block Rig)
Click the ">>" Next to this button, and select the brown legs (Animation editor).
Select the Torso as the base part.
Select "Okay".
Click each part and rotate it for each frame. (0.3 Seconds is a suitable gap per frame).
After creating your animation, Click the "+" at the top left of the animation editor.
Choose Save and name your animation.
Select the "+" again, and choose "Export". This will insert the animation and its ID into the Dummy model.
Look for the animation called "Export Anim". Copy the "Animation ID", this will look something like "f0c0e7f9bc457a130f00d8d629eac5ce".
To change your characters animations, expand one of your characters animations in the explorer.
Replace the animation of your character by pasting the animation ID into the old Animation ID.
Cut the animation script from your character and paste it back in. (This will reset your animations).
Your character will now have the new animation you created.

| Is there a way to make it so that you have this animation in every place you go to? |

I don't think so. It would cause too many problems. For example, users having an animation where they sink through the floor. |

| So, instead of the default idle animation, I could make a waving animation? |
