Business Expansion Bill
1. Article I: Summary 1.1. Summary of Bill The purpose of this bill is to enable the growth of the Business industry in America. If a realistic business has at least 150 members in it, it will be able to fill out an application and send it to the NTIS (National Technical Information Service. Upon approval, the business will become allied with the Department of Commerce. The business will be able to market their products or services to Americans. The method of marketing is to be decided upon Amendment voting.
2. Article II: NTIS 2.1. National Technical Information Service The NTIS is the agency within the Department of Commerce that will accept applications from businesses that would like to be able to market to Americans.
2.2. Applications
The application will be in a forum, and will have to be submitted to an account designated for these particular applications. All applications will be reviewed by the NTIS, and upon approval, the NTIS will contact the applicant. Applications will include features such as names of all HRs (for background check), amount of Employees, name of Company, product or service being sold, and a petition from USA citizens stating they support this business.
2.3. Business Requirements
All businesses must comply with all of the following requirements. HR Background check: Must be in NO gangs, mafias, or criminal groups. Amount of Employees: 150 or more. Name of Company: Must be spelled with Grammar. Product or Service: Must be doable in game. Must be realistic. Petition from USA Citizens: Petition must have 50 signatures of USA Citizens (who are not in the business) or more to prove that the business will be used.
3. Article III: DoC 3.1. Department of Commerce The Department of Commerce will officially be in service. The DoC will have many roles such as monitoring businesses, making sure businesses obey the laws, and prosecuting businesses that break the law. 3.2. Department of Commerce Inspectors There will be a rank within the Department of Commerce that is labeled as “Inspectors”. Inspectors will be assigned multiple businesses. It is the Inspector’s duty to help assure a business’s smooth transition into the United States Business world. It is also the Inspector’s duty to periodically examine the business and make sure that it is ethical.
3.2.1 Definition of Unethical Business 1. A business that is rarely staffed. 2. A business that is rude to it’s customers. 3. A business that is not selling what it stated it would be in it’s application. 4. A business whose product or service is dysfunctional and has been complained about.
3.3. Process After Application is Accepted After an Application is accepted by the NTIS, the applicant business will send an ally request to the Department of Commerce. At that point all High Ranks in the business will be required to join the DoC. Once the HRs are in the group, the DoC Inspector who is handling the particular business will request that the business send an ally request to the Department of Commerce. If at any time the business becomes unallied with the DoC, it will immediately have it’s advertising and marketing rights removed from USA.
3.4. Regular Operations At this point the business is able to operate on it’s own and is free to do so. However, there are Advertising and Marketing restrictions.
3.4.1 Definition of Advertising and Marketing restrictions 1. NO advertising of any kind in any USA Shout 2. NO advertising of any kind on any USA Walls (other than the main USA Wall) 3. NO advertising on the Main USA Wall unless the ad has been approved by the Business’s Inspector. 4. NO advertising over the Police Radio in any of USA’s Cities.
4. Article IIII: Business changes 4.1. Business Changing Ownership In the event that an already existing business is changing the ownership of the group, they will be permitted to do so. However, they must go through a quick re-approval process by the NTIS. They will submit a form saying that the group is changing ownership. At that point, a background check will be run on the new owner, and if the new owner is approved, the business will resume operation. However during the period of transition, the business will be asked to suspend operation in the USA. 4.2. Business Changing Product or Service In the event that a business is changing it’s product or service, they will once again need to go through a re-approval process by the NTIS. They will submit an application to change their product or service. Along with this application, they will need to include a petition of 25 signatures of USA Citizens (who are not in the business). Upon acceptance by the NTIS, the business will resume regular operation. However, until the re-application is accepted, the business may be asked to suspend operation in the USA. 4.3. Adding HRs In the event that a business would like to add an HR to the company, that will be permitted. The business must contact their Inspector. The Inspector will run a background check of the future HR. Assuming that the future HR passes, the business will be permitted to change his rank. The business will not be asked to suspend operation during the addition of the HR.
4. Article IV: Business Security, Complaints, & Grandfather Clause 4.1. Business Security While business may have a Security Team and a Security rank within their group, that Security Team or Security rank may not operate within the United States. Any Security that may be needed will be provided by the United States Government. For more see Amendment 1. 4.2. Complaints Complaints from Customers about businesses will be sent to the Business’s DoC Inspector. There will be a list of which Inspector is handling which business in the DoC Group Description. Complaints can be of any topic. If an Inspector gets a bad enough complaint or many complaints on the same topic, he will investigate the matter. 4.3. Grandfather Clause Any business that are already allied with the United States will not need to go through anything mentioned in. However, the businesses will need to go through every other Article mentioned in this bill.
5. Article V: Timeline 5.1. NTIS The National Technical Information Service will begin formation as soon as this bill is signed by the President of the United States. The NTIS must be ready to accept applications by January 1st, 2014.
5.2. Department of Commerce The Department of Commerce will begin formation as soon as this bill is signed by the President of the United States. The Department of Commerce must be ready to accept allies, assign Inspectors, and be fully operational by January 1st, 2014.
6. Article VI: Amendments 6.1. Amendment Notes: The following Amendments are related to the method of marketing that will be used by approved businesses in the United States.The vote on these Amendments will take place after Articles 1 through 5 are passed. The Amendment will then be included in the original bill and will not require a separate signature from the President. One of the following three Amendments may be passed as an addition to this bill.
6.2. Amendment I This Amendment will allow for the construction of Georgetown. Georgetown is a VERY popular shopping district in Washington, D.C. Georgetown can be found very active during the day with small shops that house everything from Small Businesses to Large Chains. In our Roblox USA, Georgetown will be another personal server. Every business will get it’s own store and will run it’s operation out of said store.
6.2.1 Business and Georgetown Security 1. There will only be one police force in Georgetown. This team will be the Washington, D.C. Metro Police. 2. The Washington, D.C. Metro Police group will be created. 3. The Metro Police will have a team in the game, and will be in charge of patrolling the streets of Georgetown.
6.2.2 Store Development
1. All stores will be designed and built by the Developers. 2. All stores will need to look like they do in actual Georgetown.
6.2.3 Timeline
1. Georgetown must be ready to launch by February 1st, 2014.
6.3. Amendment II This Amendment will allow for all marketing by business to occur on the USA Wall. All previously mentioned Wall marketing rules must still be followed. With this Amendment, there are no stores.
6.3.1 Business Security 1. No security is necessary.
6.3.2 Store Development
1. There are no stores.
6.3.3 Timeline
1. Wall Marketing will begin when the bill is signed by the President of the United States.
6.4. Amendment III This Amendment will allow for all marketing by business to occur in Washington, D.C. and New York City. All accepted business applicants will be able to have a store in Washington, D.C. and New York City
6.4.1 Business Security 1. All Security will be provided by existing police forces in the respective cities
6.4.2 Store Development
1. All stores will be built and designed by the Developers
6.4.3 Timeline
1. Washington, D.C and New York City must be updated with business by February 1st, 2014.
7. Article VII: Businesses Recruiting Members 7.1. After the Bill is passed After this bill is passed, there will be absolutely ZERO Business Recruitment on the USA Wall from businesses who have not been accepted by the NTIS. People who try to recruit anyways will have their chances of acceptance by the NTIS SEVERELY LESSENED. 7.2. After the Business is accepted After the Business is accepted and is operating in the USA, ads for recruitment may be approved by the business’s DoC Inspector. These ads can only be placed on the Wall. 7.3. Use of USA Shouts ANY use of the Main USA Shout to advertise or recruit will result in IMMEDIATE DISQUALIFICATION from possible acceptance by the NTIS. ANY use of USA Department or Agency shouts to advertise or recruit will result in IMMEDIATE DISQUALIFICATION from possible acceptance by the NTIS. 8. Article VIII: Conclusion 8.1. Conclusion This bill is meant to increase the amount of Privately owned business in America. In the long run, we will create the New York Stock Exchange, and have public companies.

I think this idea goes against a free market. 4.3 is to restrictive and is socialistic. 3.4.1.3 Is to restrictive, and makes advertising to much of a hassle.
Georgetown should be abolished, but a bigger shopping center added to DC. Sticking with one major city, like DC, would be better. |

I agree with Joey in that the new HR shouldn't have to result in deeper investigation.
Here are some times that I DO NOT think business owners should have to contact an investigator for: 1. Change in leadership 2. New HR |

| Joey, that would make it lag a lot. Also, there would be TOO MANY teams. I support Georgetown, but not DC Metro Police or some of the regulations. |

| @joey I thank you for giving the section information that you thought was bad. Makes my life easier. I have heard a lot against the background checks. Literally I'm just talking about searching their name through Roblox and seeing what group's they're in. Nothing more. |
