They must be loyal, skilled, experienced, active, trustworthy, helpful

| Run the group yourself and pick members from the group who you deem worthy to be high ranks. |

Not yet. There's nothing to giggle about. Care to share a joke though? |

| Well, you might not have good HRs at the beginning, but as the group gets more famous and more successful, good people will join and eventually earn their rank. |

By doing these: getting best friends without testing them; getting corrupt ones; getting kids; getting idiots; )()()()()()()()()()()()()()( Seriously: Have like an application, example: "Send me a PM saying 'Why do you want to be HR,' 'Why do you think you deserve HR?'" ETC

Have a joke
Two guys got in car crash one called 911 and said "help, my friend is badly hurt!" the nurse replied "Okay, first, make sure he's dead" she heard a gunshot over the phone the man replied with "Okay, now what?" |

Alright. Right now my group has been really taking off and I'm in need to establish a strong, central leadership to help maintain things as we expand. There's a few I have who are more than capable and have already earned their rank, yet there are still positions where I have yet to find someone suitable enough to hold that rank. Would I just wait? I rather not have someone incompetent be apart of the HRs within the group |
