Sorta simple.
Just make the boat [How you want it to look]
Add a seat found in objects
But i don't know how to do the acceleration and such.. |

A boat to run on ROBLOX's terrain water can be made of Wood or Plastic (they float, other materials are heavier than water so don't use them). Weld the parts together.
Put a VehicleSeat in the boat, with a weld on the bottom of it.
Add paddles (like paddle wheels) with a hinge on the brick at the center of the paddle wheel. Add these paddles to the sides of the boat so the paddles sit half in the water and the hinges attach to the boat.
Test the boat in water, then if you want make the paddles invisible by changing the Transparency of the parts from 0 to 1.
Change the Torque and Speed in the VehicleSeat to fine tune it. |

I think this happened because I C-Framed it when it's unanchored. Is there a way to C-Frame it while it's unanchored for I won't have to redo it?

You'll have to use Script Welds in order to hold it together while unanchored.
Search for a Weld script in free models. Though I have not tried it myself, most people here on BH recommend using crazyman32's Weld script. |

| Ummm, In the script, do we change the PlanePart to the Script's parent? |

Because Crazyman32's weld script will weld the wheels (or paddles) of a vehicle if they are in the model. Make the frame first, put the seat in it, group it, then add the weld script. Add the paddles to the model, then group the model and the paddles again. This way the paddles won't get welded in the first model.
