Heyo, here's an idea
If a group has a war, why not have a dead-line, or at least an end point that will let them finish. Wars tend to drag on until the people who are sensible enough to try and do something to clean up.
When a group makes rules for a war, they should make them expecting to finish, and to win. If they don't expect to do either, pride isn't much to fight off of.
