A 'empire' is a organized entity (mostly a nation) that used any means necessary to control vast amounts of land and then govern these new lands. You see this with the British Empire and the Roman Empire. Two nations that expanded outwards really far.

Not all empires tried to expand and conquer.
An empire is simply a group of different nations that are ruled by one singled monarch (Emperor/Empress) |

^ Not really... Would you not say that many companies are not empires? Such as the many fast food joints and car companies. Yeah, they are empires as well.
