The world has been reduced to a desert. Not much of humanity survives. All that's left of the human race lives in the supercity Epsilon, built to shelter up to 100 million people from the numerous catastrophes that could strike it.
However, even though the city is a safe haven, and citizens enjoy adequate liberty and political freedom, the city is still heavily divided, separated into three districts:
The Elysium District is by all means a utopia, where its inhabitants live like kings, crime is nonexistent, and there isn't a single citizen who hasn't died of a cause other than old age. However, the Upper City is only for the highest class, those the all-powerful yet nonexistent governing body known as The Council has deemed useful to society. People such as master artists, top level scientists, philosophers and the incredibly wealthy.
The Polaris District is home to the middle and high class citizens and most of the city's small businesses. This city is very much like normal big cities of the present day, such as New York City and Tokyo. The citizens enjoy a comfortable, if not luxurious life with low crime rates and adequate health care and education.
The Terra District is home to half the city's citizens and is the poorest district in the city. Police in this section of the city is nonexistent, and crime is rampant, as most of its citizens struggle to survive. In fact, the only reason most of its citizens even choose to live another day is the thought of eventually getting enough money to be transferred to Polaris, where they can live in safety.
These three districts are arranged in a torus pattern with the Elysium District in the center and the other two districts wrapped around it. These districts are further separated by massive walls 200 meters high and 20 meters thick. The only way to get past the wall is through a checkpoint, where a special passport that only government-approved citizens can carry.
In this RP, you are a citizen in one of the three districts of the city.

Bio: Cast out by his family at age 11, Gandalf has been making a living off of wacking people in the head and taking their stuff for 40 years. He painted half of his body blue, and has a mental disability. He loves wacking people in the head though, and steals their stuff.

Kenji sports spiked midnight-black hair which has an odd habit of standing up even in the absence of wind. His skin is a light beige, but his face is a slightly lighter tone, due to its lack of exposure to sunlight. His face is almost always obscured by a mask, with a signature Rising-Sun on it. He is rarely seen wearing anything besides a professional-looking suit and tie, albeit with body armor underneath. From years of practicing Parkour and Krav Maga, his body demonstrates a reasonable amount of fitness. A military wristwatch is seen on his left arm.
District: All (has safehouses in all the districts, though mostly stays in the Polaris district). Spent a considerable amount of time in the Polaris district with his girlfriend, however.
Occupation: Criminal Mastermind
Tools: Various kinds of weapons
Personality: Extremely methodical and analytical at whatever he does, from assassination to sabotage. Essentially a chess-master on the urban battlefield, being able to consistently second-guess his opponents moves, and where they might be going to try to kill him. When with other members of his gang or even his girlfriend, he is very introverted and withdrawn, even occasionally preferring to "speak" in a sign-language system created and used by others in his organization. You can try to coax personal information from him if you try very hard, but when you're done, watch your back.
Bio: Born in Japan, he was a law-abiding citizen for most of his 27 years of life. He studied hard as a teen, and was an attractive target for many universities across the world. When he graduated from his university with a major in Economics, he began a business that went well at first. However, as global chaos erupted and sustaining a business became out of the question, he lost customers. After his final client pulled out and his company was declared "Bankrupt", he had a mental breakdown. He was forced to leave his hometown and relocate to Epsilon where he was promised a new life, but he was actually just left on his own. He turned to dr/ugs and alco/hol, and was homeless on the streets of the Terra district.
On the streets of Terra, he observed a huge amount of economic disparity between those living in the different districts, and he decided that he wanted to make a difference. He was tired of the wealthy living lavishly and ignoring the needs of those surrounding him. He spent time training Parkour and Krav Maga, in order to help him survive on the streets. He wrote short manifestos about taking down the rich and distributing wealth to the poor -- many of his original messages can still be seen in the form of graffiti in Terra.
Suddenly, he changed his habits when he realized that his girlfriend had also moved into Epsilon. He got off all dr/ugs and alco/hol, and began to live in his girlfriend's apartment for a while. He spent his time watching action flicks as an inspiration, but also spent time researching espionage and terrorism. This resulted him in spending every last bit of money on weapons, and a new persona, at the age of 26. He emerged as a thief, and a terrorist.
Fueled by a deep hatred of the wealthy and those who perpetuated misery and poverty in Epsilon, he constantly harassed local establishments within the Elysium district, donating that money to those in the Terra district and making a name for himself. Along with a few other men like him, he formed an urban-guerrilla terrorist organization aiming to take down the wealthy and give to the poor: The The Known Brotherhood. Hiding his identity behind a mask he created himself (the Rising Star mask), he embarked on a life of stealing goods from the vaults of government official and sabotaging factories with others in his gang to end the blatant economic disparity in Epsilon.

Since crime is a bigger problem in Epsilon, they do carry assault weapons and body armor, but also handguns. |

Character Sheet: Name: James Prescott Age: 24 Gen: M Appearance: Wavy blonde hair, bright blue eyes, and slightly tanned skin. He has a bit of a muscular build and stands at about 5"10, 148 pounds. He is usually wearing his police uniform seeing as he is on duty most of the time, but when he isn't he wears beige slacks with a brown leather belt, a light blue collard shirt with the sleeves rolled up to the elbows and white t-shirt underneath, and white shoes. District: Polaris Occupation: Police Officer Tools: Assault rifle, pistol, body armor, and also a radio. Personality: Calm, collected, and always cautious. James is very intelligent and also very tech savy when it comes to electronics. Also, James has a good sense of humor is quite understanding of others. Bio: James was born to a poor family in the Terra District. As a child he had to steal to survive and when he moved on to his teenage years had to work to support his family. When he reached 18 he vowed to get out of the Terra District, and so he did by going to a police academy. James was at the top of his class and graduated a certified police officer of Polaris District. There he bought a comfy house that fit his needs and enjoys life, other than the fact that he works almost daily to arrest criminals. |

My, its a lot of wire, that and some girls finger....." Cedic, picking up the copper wire and throwing away the finger, returns to the rest of his loot." Gotta make the money....." Cedic looks around in case of any visibly armed gangs. He sprints out, hoping to get back to his basement before the masses start stripping the building apart. |

A young woman enters from Terra and hands me her passport, as she says she had been raising money for years in order to afford the move to Polaris. I approve her passport and say with a friendly, but professional smile "Welcome to Polaris!" She thanks me and headed into Polaris. I then signaled for the next person to be inspected. |

The primary Polaris safehouse was actually not much more than a gutted AC cooling tower. It offered concealment from authorities, and frankly, was a comfortable place to stay. A couch, chairs, tables, TV, and a number of computers are immediately visible upon entering the safehouse. There are also three military cots off to the side -- Known Brotherhood doctrine states that only three members may be in a safehouse at any given moment. And there I was, watching the local news, tracking the news coverage of a successful diamond heist in Elysium

My shift was over, and I left the checkpoint to make way for the night shift. I headed back to my apartment, which was modestly furnished with a TV, a few couches, and a nice, squishy bed. I turned on the TV to see the report on the heist at Elysium. I am appalled at the crime, considering how it was in Elysium, where crime was about as common as an observable supernova. |

If this works, it should short out the checkpoint electronics.... If not, I've just created a electric generator...."
