| have the touch even return the part its hits, then check if that part is the target or not |

Just as a heads-up, instead of using Touched, you can use the RocketPropulsion's ReachedTarget event. It would probably look like
script.Parent.RocketPropulsion.ReachedTarget:connect(function() -- create an explosion at target's position end)
