concealed carry handguns arent exactly tack drivers so this might be tough.

though this somewhat negates the stopping power bit to an extent, the Makarov PM is a all-metal 8-round 9x18mm handgun that is a very good concealed carry gun, and thanks to a fixed barrel, is quite accurate.

This one was somewhat easy, but not that easy.
the Glock 26 Gen4 is a subcompact 9x19mm handgun with a 10 round capacity and the option of an extended finger grip magazine with 12 rounds
its quite small but still packs a punch.

My friend has many permits including conceal so to meet his needs, he just carries multiple guns, usually a DA38 and a Glock 22 Gen 4
