I think yes. If he wants to sign his name on a helmet or a football and get money from it when someone auctions it off, I see nothing wrong with it.
Apparently the NCAA does.
According to ESPN.com:
"Manziel, who became the first freshman to win the Heisman last year, is being investigated by the NCAA. ESPN has reported it is for possibly receiving payment from memorabilia brokers for signing autographs in Florida, Connecticut and Texas this year. If he is found to have been paid for signing, it could compromise his amateur status and put his eligibility at risk."
So what? The guy has a name. The universities and the NCAA itself are already making millions off of these top notch guys like Manziel, Clowney, and others. Why not let the guys themselves get a little cash to get through college and pay off what they need?
Things like THIS are what's wrong with the NCAA nowadays.

The part that I have a problem with is that the university and NCAA itself are making millions off of these guys names, yet they don't even get recognized in the video games they're in. They just get tagged with a "QB #2" for example. At least give a little bit of money to the players, or at least a definite amount that won't change if they win the Heisman. Or they could at least put a cap on how much you can be paid.

"They shouldn't get paid for doing what they do since they are not yet professionals. Just make them wait for the NFL."
THIS
IF MANZIEL WANTS TO MAKE MONEY OFF HIS OWN NAME THE PROFITS SHOULD GO TO THE NCAA BECAUSE HE'S NOT A PRO YET, AND THEY GO VIA FINES |

| He knew what he was doing. He knew he wasn't supposed to and he did. And his parents but him whatever he wants anyway so they really makes him a selfish idiot by doing that imo |

You know, it's just me, but even if I was a pro athlete or a celebrity I would give out autographs for free.
It's just a signature to me. |

Manziel comes from a rich family, why would he need extra money? and it would just ruin the game
