| Paint.NET stopped working for me and I need a good image making program (that's free) for making a uniform for my group. |

Basic design and shading for uniforms = P.N >>>>>>>>>>> Gimp
Detailed visual effects = Gimp >>>>>>>>>>> P.N
I use gimp on special orders to make textured effects or glowing or any other things people can dream up.

P.N was easier for me to learn to use, but you can do more with GIMP.
