The leadership as well as the over course was found to be subpar to the standards needed to become an officer in FEAR. Because of this, at a recent meeting; High Command reached the verdict that "FEAR School" should promptly be shut down, and replaced with a new; improved, program for getting Officer. This new group was deemed to be named the "FEAR Military Academy". This guide will layout the division clearly and effectively, please take the time to read through carefully. It should be noted once again, that this is not OFFICAL. This is merely a proposition to the HCOM of FEAR. [2] Rank Hierarchy The ranking system within the Military Academy is quite simple. Entry to the group is restricted to current Majors of FEAR. Proposed Ranks are as following. "Enlist" - A current Major of FEAR who has just joined the FEAR Military Academy (FMA). "Cadet level 1" - A cadet undergoing Maturity/Grammar/Obedience testing and instruction "Cadet level 2" - A cadet under Combatant Skills testing and instruction "Cadet Level 3" - A cadet in leadership testing/instruction as well as final overview testing for complete quality. "Ready for Review" - A cadet who has passed the final leadership testing and overview. He/she awaits an overview with the Supervisor of the Military Academy "Graduate" - A current Officer of FEAR who has graduated the FMA program. "Supervisor" - A member of FEAR's High Command who tests and regulates members within the Academy. "Overseer" - The Director of Training in the First Encounter Assault Recon & his chosen assistants. "Commander of FEAR" – The current Commander of FEAR. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ [3] Leadership Tests The leadership tests consist of three stages; each stage must be passed to continue on to the next stage. All tests must be administered by an Overseer+. Test Stage one is a live interview, with questions about the applying Majors past experiences in FEAR. These interviews will be similar to Military Police\ Honor Division Interviews, which occur in a one on one session. Test Stage two is a written examination of the Major; which provides several possible situations which could occur in the course of being an Officer, is to be posted on a locked thread on C&G, potential questions will be created by the Department of Education and proposed to FEAR's High Command at the next FEAR meeting. Final questions for Officers to address will be posted on a locked C&G thread, and posted to the description of the Academy. Test Stage three is a three part "live" test series. Part one of Stage three is a situation in which the Major is told to lead a defense on the current primary fort of FEAR. An Overseer+ will accompany the Major; and shout for a patrol at the fort. Once around 13 FEAR members have arrived, FEAR's Replica Forces will be told to launch a practice raid on the fort via alternate accounts. During this raid, it will be the Majors role to lead the defenders and organize efforts to stop the raiders. In the event that either the raiders become exceedingly close to winning, or a time span of 25 minutes passes; Replica Forces will be told to back off. Part two of Stage three is a situation in which the Major, accompanied by an Overseer of the Academy, is told to lead a practice raid against an allied clan, who has agreed to defend their base and allow FEAR to practice raiding for the sake of testing Majors. The Major’s goal will be to manage the troops who raid, and attempt to win; however, it is also his goal to assure that the troops are respectful to the defenders, and deals with any of the troops who choose to act up. After either winning the practice raid, or a time span of 50 minutes passes, the Major will be told to tell the troops to retreat. Part three of Stage three is a situation in which the Major, supervised by an Overseer, will lead a training at one of FEAR's primary training places at the time. It will be the Major's job to ensure that the troops are under control, while leading the training. This part of stage three has no time restrictions, and will be ended either upon the request of the Overseer, or by the request of the Major, if he or she feels the training has run a full lifespan, and should be ended. In the event a Major fails a test, the latest stage they have completed, and the date of the test they did not pass, would be noted. After failing a test, applying Majors cannot test for another 12 days. Failure to follow this policy, or lying about the date of your most recent test will result in a series of punishments, including an extra 20 days added to the time at which the Major will have to wait for his or her next test. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ [4] Other Qualifications Necessary for being an Officer Due to the powers that may be given to Officers in the future, if the Officer base is found to be up to standard, it is imperative Officers have several basic achievements within FEAR. These may be changed at any point, under the wishes of FEAR's High Command. - Applying Major must have been a member of FEAR for at least 60 days (roughly 2 months) - Applying Majors must be mature, and serious about their jobs - Applying Majors must be active, and be on at least once a week at minimum - Applying Majors must have a constant understanding of events happening in the clan world More qualifications may be added or removed by High Command at any point. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ [5] Roles and duties of the Overseers of Academy Overseers of the academy are members of FEAR's High Command who are hand-picked by the Department of Training, and who have decided to dedicate some of their time to helping build better generations of Officers, and therefore, better generations of HCOM. The goal of the Overseers is to constantly maintain a steady stream of mature, skilled, and responsible Officers for FEAR. It is their job to oversee the Academy, and to create and edit the curriculum of the Academy. It is the their duty to make sure all Officers are up to the standards set by the Academy, and an inept Officer passing the Academy will be held as their responsibility. Overseer’s two primary roles are to test applying Majors, and teach improvement classes, which will be talked about later in this document. Overseers upon joining the Academy must agree to a strict set of rules, preventing Overseers from editing test results. Any Overseer found unjustly changing the results of a test, will be removed, and punished by HCOM, as an act of corruption. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ [6] Improvement Classes Improvement classes are training sessions, hosted by an Overseer+, which can cover any of the topics relevant to leadership and or tests in the Academy. Example Improvement Classes may cover; - How to effectively manage troops in combat - How to keep order during activities - How to lead 'good' trainings - Etc These are simply a list of examples, Overseers may base classes off whatever they see necessary to improve those who want to move up in the Academy. Improvement Classes feature no promotions, simply training for those who need to improve themselves to past higher tests in the Academy. It is the goal of the Academy to have at least 4 improvement classes per week. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ [7] Concerning Current Officers & Steps for integrating the Academy into FEAR. In the event that this document is passed by FEAR's HCOM, steps and actions would have to be taken to properly set up an environment for the Academy to prosper in. One of the key things that would have to occur is a reform of the current Officer base. A proposed efficient method for doing this would be to simply demote all the Officers to Major, and have them go through the Academy to regain their rank. This may frustrate current Officers who have worked hard for their ranks, however, be assured, this may come with benefits to you, if you are an Officer, as if HCOM sees the new Officer base as mature and ready for more power, more power may be granted to it. Therefore, the following steps proposed for setting up the Academy as are following; 1. Set up MA group basis; description, logo, ranks, guide, etc 2. Propose a scoring sheet, criteria, and questions for interview/written answer, and testing stages with HCOMM. 3. Find suitable Overseers 4. Reform current FEAR Officers. 5. Have a two week long period in which Officers from reform have an opportunity to regain their rank via MA; no other members may test in this period. 6. Close the grace period for reformed Officers, begin testing those who want to apply. After step six, the MA would run as normal, and create new, and better midranks for FEAR. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ [8] Increasing the power of the midrank roles In the event that it can be proved that the midrank base of FEAR fits an exceptional set of standards, it may be viable to "decompress" power from HCOM, giving more power to the midrank basis for use in things such as trainings. The Department of Training restricted the ability of hosting training for officers in the early summer of 2013. With the reform of officers, wall-training and shout-training's will be opened up to Officer+ again, as they will be made sure that they are quality leaders in the First Encounter Assault Recon. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ [9] Holding the Officer position & Officer Cap As seen currently in FEAR; we have a huge amount of Officers, however, most are inactive, or have other clans they work with more than FEAR. This is effectively preventing new Officers, due to the Officer cap in place. Therefore, to prevent a situation as we have from happening again, a new set of standards for holding the position of Officer should be put in place. Outlines for these standards are as following; these standards are subject to change at any point via the will of FEAR's HCOM. - Must be active; on at least once a week at minimum, excluding vacations/personal leaves, which should be announced in a forum thread for later references. - Must be serious; Proof of any Officer "trolling", breaking FEAR rules, or causing any sort of issues in FEAR will be swiftly investigated by FEAR's HCOM, punishments found fitting will be distributed. If the crime or action is serious enough, the person may be demoted for their actions, and would have to go through the academy again. - Must not abuse their position; any sort of attempts to use their position for personal gain, or for the loss of another FEAR member, will result in punishments for the Officer. Because of these new standards, FEAR's Officer position should not become "clogged" with masses of inept Officers, instead allowing the deserving and skilled members to become Officers, which would allow new Officers to have a take at the position and hopefully do better. Because Officers will be a much more powerful position, and harder to achieve, a lower Officer cap should be set to keep the role from becoming too common, advised new cap would be between 30-60, an Officer number will be set later by HCOM. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ [10] Conclusion Due to the new system proposed in this reform, hopefully, the FEAR Officer base will prosper, and lead to improvement all throughout the clan in the end.
