why exactly would you add an arena combat mode to a game with crap combat mechanics

Buried at Sea, obviously. Clash in the Clouds is fun but Buried at Sea is a whole new story in Rapture.

regenerating shields, two-weapon limit, and a general lack of fluidity and control all contribute to a generally bad combat system. the advantage of the first game's combat was the sheer variety of things the player can do, which is ruined when you can only carry two weapons at a time
