Due to the recent controversy of the sudden (Though somewhat needed) reformation of the Secret Service, this bill has been created to ensure an orderly and quick reformation, without generating the controversy the last few did.
The bill will go as follows:
Prior to reformation, the director of the agency undergoing the reform must give at least three days notice to the agency. One day from the reformation, the director must perform an headcount and activity check. He must ask the agents several questions, which MUST be relatd to the service of each agent. During the reformation, the director must shout the beginning of the reformation, and leave it there for an hour before the first exile.
After the reformation is finished, the director of the agency must provide a method for the active agents to recieve their jobs back, whenever it is promoting former agents to Tier III in the academy, or allowing senior agents to start again at the first rank, as a new start for a new future.
This bill is open to suggestions during the voting process.

I dislike all these bills attempting to impose regulation upon reformation, as they never clarify at what point group changes become a reform. |

I abstain until:
You revise the bill so that it specifies that a reform is when over 10% of the agency/department is exiled and/or demoted.
Once that condition is met, my vote will change to Aye. (PM me when the conditions are met, otherwise my vote will just change automatically.)

Nay, my bill was toward ALL divisions under the USA edward, not just ONE. Who is to say another group won't do the exact same thing. If you are going to do a reformation bill like I did, it should be for ALL divisions of the USA! Also at Vulture, a reformation is whenever people are demoted for a certain reason, or to make improvements to the group. The SS reformation was somewhat needed but there was NO heads up about it, and usually with reformations the High Ranks check out some things about some of the people who were at a certain rank and if they pass they get promoted back to the rank they were at, this didn't happen in the reformation.
Also to bring up another point Edward, my bill didn't give the Directors primary control over the reformation like you are giving them in this one, they have a right to choose to do a reformation, but not if it isn't needed, and if it is, there should be some regulations to go about it, it disrupts the flow of jobs for the citizens, plus if they want to do a reformation then they should focus on the main division rather than the Academy, and within the academy they should focus on the Higher Ranks considering they had to do a reformation of the Lower Ranks due to some mistrust with members, but that wouldn't have had to happen if the trainers and higher ranks were better suited for their positions, and better trained for them as well.
You must take EVERYTHING into consideration before making bills like this, I did and yet people didn't agree with it, so they surely won't agree to this if they ACTUALLY read and understand it! |

Maybe reform one rank at a time and file out the active and loyal from inactive and not loyal. |
