You don't need to have a personal server to add tools to your game. It only adds the save factor and admin abilities to the game. You could build with anyone as long as you put the tools in starterpack for your game.
It is a tough search through many tools in the catalog. But there are some worthy tools out there to be found. Or you could script your own. After adding tools then you need to add a save script. This isn't totally neccessary but it keeps people coming back to finish their builds. While your looking for the tools you may come across some great building mesh kits. If you're going to put tools in you may as well add the building materials. Make sure these parts are anchored to work with the CFrame tool.
This isn't the best set of tools but it works pretty good. And it can get you started faster if the tools are there. http://www.roblox.com/Building-Tools-item?id=70678686 |

If you use the Edit mode and click View > Explorer you can put the tools in the Starterpack. This gives the tools to all players. The only problem with this is any player can delete and build in your place. |

| Go in studio, go to models, and search build tools. If it is a btools giver, click the model and drag it to the game. If it isn't a giver, click it, and on the explorer (right side of screen), something should turn blue. Click and drag that into the thing called starter pack. |
