It really depends on what the clan leader is going for. Perhaps such individual does not want to see their clan become a super clan or frankly too popular. Keeping it fun, reserved, and "not yet tainted by the wretches of the clan world" if you were to view it that way.
If you were looking to be an elite or power clan these sort of reformations would be most preferable considering several factors: If even after these mass reformations you still retain a large quantity of members 100+ or 200+, it would show your clan to be extremely active, and who doesn't favor active clans? Also by preforming mass reformations as stated you could show the clan world that you "don't need overstocked members to win a war." Even though if you use logic you could piece together that the clans you are fighting most likely have the same general amount of active members than you do; yet they do not reform their clan in this manner and would appear as a the "bigger clan" in this situation. Ultimately making your clan appear more skilled and attractive to outside view, without having to implement any filtration or tests to keep member count low. Because really, loyal and active members who don't abandon raids are defenses are what you need to win wars.
Lastly I will state, and I really don't roll this way or believe in the somewhat faulty tactic of, "scaring" your members into becoming active by threat of exile. Though really on a personal note, threatening to exile me from a clan I'm not even willing to be active in, wouldn't exactly impact much in my state of mind. But it depends on who you are.

On the contrary, not exiling most of your members could be just as productive. Considering that, when you have dwindling member count it could make it appear that your clan is inactive or really for some people turn them away when they are pondering on if they should join or nay. I'll state this outright and its formed for disagreement, though for most of Robloxians the higher quantity of members the higher chance they will feel compelled to join. Thus it would start a chain reaction of increasingly growing members, so long as you still do all the other things such as keeping activity up and winning wars. I mean, how do the superclans just keep gaining members even if you believe to the deepest depths of your heart some are inactive? They are big, is why. And for most people on the view of simple enlist, bigger is better. Anyways, again use logic, if you keep on gaining new members it means new active members are as well coming in. Even if most of your population are just inactive or alternatives, you are still adding on the actual clanners along the way.
